CBS News Correspondent John Blackstone reports at least ten such letters supposedly written by American soldiers serving in Iraq were sent to hometown papers in various parts of the United States. The letter lists the accomplishments of Connell's regiment: "building a new police force," "re-establishing Kirkuk's fire department," and "children have returned to school."What it doesn't say is that Connell didn't actually write the letter. Blackstone reports the words that read like one soldier's bid for hometown understanding - "I am proud of the work we are doing here in Iraq and I hope all of your readers are as well" - are actually a form letter sent to newspapers from West Virginia to California, attributed to soldiers from each newspaper's local area. Pentagon sources say the commander of the battalion where the letter originated describes it as a group effort - written by several soldiers - which is an extension of what's called the "hometown news release program."Connell's mother, Amy Connell, doesn't find it hard to believe that he might not have written the letter."It is not his type of writing, actually," Connell told CBS News. "He's 20 years old and I think he's a little bit busy right now to be writing a letter."Writing style was also a tip-off for Timothy Deaconson, who thought the letter attributed to his son, Pfc. Va., was unusual but nonetheless telephoned him to congratulate him on getting his letter printed in the paper."When I told him he wrote such a good letter, he said: 'What letter? '" said Timothy Deaconson, in an interview with Gannett News Service. The London-based Asharq Al-Awast, which is owned by the Saudi Research and Marketing Group, published an article on Sunday titled “International warnings of ‘illegitimate pregnancies’ in Karbala”. The article which was published as millions of mainly Shia pilgrims arrived in Karbala to commemorate the death of the Prophet Muhammad’s grandson, claimed that the WHO issued a report saying the large-scale pilgrimage had caused “illegitimate pregnancies among 169 Iraqi women” last year. However the WHO on Sunday denied the statement attributed to it, which it said appeared earlier this week, and which was rebuffed by the organisation on Friday. “The [World Heath] Organisation condemns in the most severe terms the use of its name in a fabricated report that does not in any way conform to the principles of the organisation,” read the WHO’s statement. “The organisation is investigating the source of the false report and could take legal action against its publisher,” the statement added. Rana Sidani, a spokeswoman for the WHO said the organisation was shocked at the publication of the fabricated report by Asharq Al-Awsat after the international group had denied the report on Friday. Sidani, who made the remarks in a televised interview, added that the WHO is consulting with the Iraqi ministry of health on possible legal action against the paper.

The SDR 3.831 billion arrangement (about US$5.34 billion at the time of approval of the arrangement) was approved in July, 2016 (See Press Release No. 16/321) and the first review was completed on December 5, 2016 ( See Press Release No. As part of the completion of the second review, the Board also approved Iraq’s request for waivers of non-observance and applicability of performance criteria, and modification of performance criteria. Further fiscal consolidation was achieved in 2016, but at a slower pace than programmed because of weak control of investment expenditure and humanitarian needs. To move the program forward, the authorities are implementing strong corrective measures as prior actions and are committed to further fiscal measures in 2018 to ensure external and debt sustainability.
